The Churn Metric Problem

Too many public systems spend heavily managing the cycle of incarceration, release, instability, and re-incarceration. We call this corrections. The data calls it churn.

Technical Violations

Too many people are returned to custody for supervision failures that reflect instability, not new criminal conduct. That is not a durable public-safety strategy. It is a measurement problem.

Success fluctuates based on administrative timing and definitions rather than actual behavioral change. A "noncompliance" event is often just a workplace scheduling conflict that a growth-oriented system would solve.

The problem isn't the people. It's the architecture. Our metrics fund placements, not stability. Our systems reward enrollments, not outcomes. And our dashboards celebrate 30-day job starts while entire households hang by a thread.

Recidivism Is Too Small

Recidivism tells us whether someone came back into contact with the system. It does not tell us whether the household stabilized, wages grew, housing held, or children were protected from the next crisis.
