The Path to This Work
Arrested at 16. Turned 17 in jail. Sentenced to prison — all in 1976. Twenty years incarcerated across two sentences. Not a footnote. The foundation.
Inside prison, Khalil earned a bachelor's and master's degree from Boston University. He developed the Psychology of Incarceration curriculum. He studied the system that held him — and began designing how to change it.
Released at 40. Twenty-seven years later, that firsthand experience navigating broken systems is the engine behind every consulting engagement.
This is not theory. It is architecture built from the inside out.
Core Belief
The system measures the wrong thing.
Workforce and reentry systems are built around the individual worker. But workers return to a household. When the household is unstable, employment does not stick. The system calls it personal failure. It is not personal. It is architectural.
Household stability is the outcome. Access is not the outcome. Placement is not the outcome. Household stability, workforce durability, and generational mobility are the outcomes.
The 2Generation Economy Blueprint
The corrective architecture that changes what we measure, what we fund, what employers own, what workforce boards reward, and what policymakers call return on investment.
It shifts the unit of change from the individual to the household. It coordinates workforce, housing, childcare, and education services across two generations to achieve economic mobility, public safety, and household stability.
