The Mission
What Khalil brings to this work is rare: the lived experience of incarceration, 20 years in prison, combined with the analytical rigor of a systems architect.
He did not learn about broken systems from a policy brief. He navigated them.
That journey gave him a singular insight: you cannot stabilize a returning citizen without stabilizing their household.
This lived experience became the foundation for the 2Generation Economy framework, a workforce ecosystem model that coordinates employment pathways for returning citizens with early childhood investments for their families.
Today, Khalil's consulting engagements span workforce development boards, state and federal agencies, employers building second-chance hiring strategies, and philanthropic organizations designing place-based investment portfolios.
He is the author of Stop Calling It Reentry: It's Reinvention and Psychology of Incarceration: Understanding Prison & Freedom, and a sought-after speaker on second-chance hiring, workforce ecosystems, and the business case for investing in human potential.
